Jim Lillo serves as Engineer-Manager and Chief Executive Officer of the Bay County Road Commission. Under the direction of the Bay County Board of Road Commissioners, he provides executive leadership for the organization, oversees its daily operations, and ensures that the policies and priorities established by the Board are carried out effectively.
Working closely with the Board, department leaders, employees, local communities, government agencies, consultants, and contractors, Jim helps guide the planning, funding, construction, and maintenance of Bay County’s road system. He is responsible for balancing immediate operational needs with the Road Commission’s long-term infrastructure, safety, and financial goals.
His responsibilities include:

Providing overall leadership and direction for Road Commission operations

Directing department leaders, employees, programs, and organizational initiatives

Overseeing road maintenance, engineering, construction, and traffic-safety programs

Preparing and administering the Road Commission’s annual budget and capital improvement priorities

Coordinating long-term transportation planning and infrastructure improvements

Advising the Board of Road Commissioners on operational, financial, and policy matters

Representing the Road Commission in discussions with local, county, state, and federal partners

Ensuring operations comply with applicable laws, regulations, safety requirements, and Board policies
Mr. Lillo also oversees the Bay County Department of Water and Sewer, which provides drinking water and wastewater services to customers throughout Bay County.
