REGIONAL RURAL TASK FORCE 7B
NOTICE OF PUBLIC MEETING
On Tuesday, October 6, 2026 at 1:00 p.m., a regular meeting of Regional Rural Task Force Region 7B membership will be held. The meeting will be held at the offices of the Saginaw County Road Commission located at 3020 Sheridan Avenue, Saginaw, Michigan, 48601.
The purpose of this meeting is to receive comments and discuss amendments, administrative changes and new public highway and transit projects within cities, villages and road commissions within Rural Task Force 7B. These projects are proposed for funding under the Federal Surface Transportation Program (STP) and the Federal/State Transportation Economic Development Fund (Category D) in 2027 and years 2027 – 2029.
All proposed projects are located in Bay, Gratiot and Saginaw Counties and may be reviewed during regular business hours by contacting or visiting the Road Commission of the County in which you have interest. County Road Commission offices are located as follows:

⚠️ UPCOMING RAILROAD CROSSING CLOSURES ⚠️
Huron Eastern Railway will be upgrading several railroad crossings by replacing ties and rail as needed. These will be hard closures, meaning no traffic will be permitted to cross the tracks while work is underway.
Tentative closure dates:
• Three Mile Road, Bay City: October 7–13
• Four Mile Road, Bay City: October 8–14
• South Eight Mile Road, Bay City: October 10–16
• Rockwell Drive, Midland: October 12–18
Dates are subject to change depending on the railroad’s work schedule and progress. Please plan an alternate route and use caution near the work areas.
This work is being performed by Huron Eastern Railway, not the Bay County Road Commission.
🚧🛣️Midland Road (Garfield to 11 Mile) 🛣️🚧
Beginning Monday, July 13, Midland Road will be closed to through traffic for approximately four months for Phase II Road reconstruction.
🚜All businesses will remain accessible, and the 11 Mile Road intersection will remain open for northbound and southbound traffic.
🚧Monitor Township-Managed Paving Projects🚧
Paving improvements are scheduled at the following locations:
📍Briar Farms Subdivision - designated portions of Schauman Drive, Schauman Court, and Reppuhn Drive: September 8-23, 2026 📍Kasemeyer Road - from Fisher Road to Salzburg Road: September 24-October 18, 2026 📍Fisher Road - from 2 Mile Road to Baxman Road: October 19-November 15, 2026 These projects are managed by Monitor Township through its consultant, with BCRC approvals. ⚠️ Expect temporary traffic restrictions and delays. Dates are subject to change due to weather or site conditions.
